清康熙年间，名将施琅之子施仕伦出任泰州知府，由于为官清廉，被百姓尊为“施公”。 康熙皇帝南巡路经泰州，目睹施公审理臧保一案全过程，对其人性化办案啧啧称奇，亲赐“江南第一清官”称号，并将其调任扬州委以重任。抵达扬州上任后，师爷白杨、发妻表妹柳青衣鼎力协助施公办案，成为施公的左膀右臂。下属杜康和捕快丁忠、等人也全力配合施公秉公执法，破获了不少疑案陈案。十三皇子胤祥突然失踪，引起各地官宦议论纷纷，猜疑宫中有变，施公经详细调查，发现了鳌拜后人南德等人的阴谋，从此与胤祥结下很深的交情......。I am awestruck by this movie.
